How do you import from China to Mexico?

Importing from China to Mexico means resolving four things before the first shipment: who appears as the importer before the SAT, the tariff classification of the product, whether the category falls within the scope of a Norma Oficial Mexicana, and which agente aduanal executes clearance. The importer must hold an RFC and be enrolled in the padrón de importadores if the operation is recurring. Clearance is always carried out by an agente aduanal with a patente, never by the carrier or the buying agent. The question almost nobody answers properly: who the importer is

In Mexico the importer registered with the SAT is whoever holds an RFC and the legal capacity to import, and that does not change because the freight was negotiated DDP.

It is a frequent confusion: DDP splits the cost of clearance and of the duties between buyer and seller, but it does not change who appears on the pedimento. And that difference has a concrete, practical consequence: if you import to resell and you want to credit import VAT (IVA de importación), you need to be the importer yourself. If crediting it does not matter to you, a scheme in which someone else executes clearance is operationally simpler — but you give up that credit.

Which of the two routes suits you is a decision for you and your accountant, not for us. What we do is tell you at what point in the operation it has to be taken, which is before the goods leave China.

The documentation, in the order it has to be resolved

The order matters as much as the list. Each step depends on the previous one, and resolving them out of order is what produces held cargo.

    RFC

    The Mexican tax identification key. Without an RFC on the Mexican side there is no formal import possible, and it is also the piece of data on which everything else depends.

  2. 02

    Padrón de importadores

    The SAT register that allows you to clear goods on a regular basis. There are specific sectorial padrones for certain product categories.

  3. 03

    Tariff classification

    The piece of data on which everything else depends: the applicable tariff, whether a NOM is required and whether a prior permit from another agency is needed.

  4. 04

    NOM certification, if applicable

    It has to be obtained BEFORE shipment, because the tests are carried out on the finished product. This is the step that delays the most projects when it is not planned for.

  5. 05

    Telecommunications homologation, if applicable

    Any product that transmits by radio — WiFi, Bluetooth, cellular — needs homologation before the telecommunications authority.

  6. 06

    Agente aduanal

    Clearance is executed by an agent with a patente. In Mexico it is a regulated profession, not just another commercial service.

  7. 07

    Pedimento

    The customs declaration that documents the operation. It is drawn up and signed by the agente aduanal from the information that reaches them.

  8. 08

    Commercial and transport documents

    Commercial invoice, packing list and bill of lading or air waybill, plus any certificates that apply depending on the product.

DDP or FOB with your own clearance

Both routes are valid and they serve different situations. The real difference is not the price: it is who executes clearance and who can credit the VAT.

What is the padrón de importadores and when do I need it?

The padrón de importadores is the SAT register in which a Mexican company has to be enrolled in order to clear goods on a regular basis. It is a requirement for recurring imports, and there are specific sectorial padrones for certain product categories. A one-off operation can be channelled another way, but for a business that imports continuously, enrolment is the route.

How long does a shipment from China to Mexico take?

Sea transit from Shenzhen to Manzanillo or Lázaro Cárdenas is usually 20–35 days, and air transit 7–15 days to Ciudad de México, Guadalajara, Monterrey or Querétaro, in both cases with customs clearance included. Add to that the consolidation time at our warehouse. In practice, a door-to-door sea shipment usually sits at 35–55 days from the moment it leaves the factory.

Can I import electronic products without NOM certification?

It depends on the category. A passive low-voltage accessory has limited requirements. Anything that includes a power supply, a battery or a wireless function usually falls into regulated categories, and the specific scope depends on the tariff classification of the product. We check what applies before buying, because finding out with the cargo at port forces you to hold it, and the options from that point on are all expensive.

Can I consolidate purchases from several Chinese suppliers into a single shipment to Mexico?

Yes, and it is one of the main reasons to use a consolidation service. All the sellers ship to our Shenzhen warehouse, we combine the orders into a single shipment and you pay one freight, one clearance and one delivery instead of one per supplier. In Mexico, where the derecho de trámite aduanero is a flat fee per operation, the difference is especially clear: the fee is paid once per clearance, not once per supplier.
