UN38.3 is the section of the United Nations manual on the transport of dangerous goods that regulates lithium batteries. The test report certifies that a specific battery model has passed eight tests that simulate altitude, temperature, vibration, impact, short circuit and overcharge.
The critical point is that the report is tied to a specific cell and pack model, not to a brand or a product. A supplier can have UN38.3 for a cell and not for the pack it is selling you. Checking that the report covers exactly the part number you are buying is the difference between shipping and not shipping.
The problem of second-life cells
The market carries grade A cells, grade B cells and recovered cells. Grade B cells do not meet the manufacturer's specification but they work; recovered cells come from dismantled packs and have consumed life cycles. Both are very often sold as grade A.
